Pay to Stay a spur to exercise ‘Right to Buy’?

Pay to Stay – the policy where households in social housing earning over £30,000 (or £40,000 in London) will be charged around the market rent for their home – will act ‘as a spur’ to encourage those tenants to exercise their ‘Right to Buy’
