Rent and Service Charges in the proposed budget
Rent: down 1%
General Service Charges: up 0.8%
Communal Heating Systems: up 3%
The heating charge is payable by the tenant and not covered by housing benefit.
It is proposed that charges to Communal Heating Systems are increased by 3% to reflect the current levels of expenditure.
Communal Heating (48 week Basis) presently £9.95 the proposed is £10.25 meaning an annual rise of £14.40 to the tenants’

It is proposed that general Service Charges for 2016/17 are increased in line with RPI as at September 2015 (0.8%). The level of Service Charges should be set to enable the full recovery of costs incurred.
It should be noted that further review of service charges is ongoing and any changes will be presented in the final budget report in February 2016.
