What is stopping us?
The answer is that each council has a centrally imposed debt ceiling. We just cannot use the borrowing power tied up in our stock. If the government is serious about building new homes this must change. It must make use of all options available to it, not just the private sector and housing associations.
Councils can add significantly to the provision of much needed affordable housing. They must also be allowed to play their part.
